Al doilea raport al Barometrului “Piața Politică” – decembrie 2015 al Agenției de Rating Politic (2 – 6 decembrie 2015) urmărește felul în care a fost percepută instalarea Guvernului Cioloș, agenda solicitată acestuia și câteva chestiuni ce țin de profilul liderilor și al partidelor. Raportul poate fi consultat aici.
Agenda generală
▪ Direcția percepută a țării este una mai negativă decât în primăvară (46% acum față de 36% atunci), mai ales după evenimentele din ultima lună, dar și după estomparea exuberanței post-alegeri.
▪ Problemele de mediu își fac loc în topul preocupărilor, alături de cele trei subiecte consacrate: corupție, locuri de muncă, sistemul de sănătate.
▪ Subiectul imigranților este văzut ca o amenințare de o mare majoritate dintre români (67%), deși doar pentru 25% dintre respondenți reprezintă un subiect extrem de important.
▪ Apartenența la Uniunea Europeană este evaluată pozitiv în continuare de către o majoritate a românilor (58%), în contextul dezbaterilor tot mai dese despre viitorul proiectului UE.
Topul încrederii
▪ Klaus Iohannis rămâne lider de piață după criza politică din noiembrie, ieșind întărit și confirmat ca principal pol de încredere pe scena politică (64% încredere).
▪ Propunerea sa pentru prim ministru, Dacian Cioloș, intră în scenă cu peste 50% încredere, o poziție solidă pentru un nou venit.
▪ În topul încrederii se mai află liderii a două instituții: guvernatorul Mugur Isărescu și procurorul șef DNA, Laura Codruța Kovesi.
▪ Profilul general al primilor doi lideri: Klaus Iohannis și Dacian Cioloș este unul pozitiv. În cazul președintelui principalul atribut asociat liber de respondenți este – cinstit, iar în cazul premierului – educația, competența.
După instalarea Guvernului Cioloș:
▪ Există o așteptare general pozitivă față de acesta de a îmbunătăți situația României (57%).
▪ Totuși, majoritatea, 53%, cred că va sta doar un an în funcție.
▪ Soluția tehnocraților este bine primită de 59%, prin comparație cu soluția unui guvern politic.
▪ Mai mulți cred că este doar parțial independent(44%) sau că se află total sub influență politică (28%).
▪ Nu există o opinie clară despre cine este la putere și cine în opoziție. Alegătorii fiecărui partid tind să-și vadă mai mult favoriții la putere.
▪ Topul problemelor prioritare pentru agenda Guvernului nu diferă mult de așteptările generale. Dar este o agendă în principal economică: locuri de muncă și nivel de trai, urmate de corupție și sistemul sanitar.
Elemente de profil pentru partidele politice
Pentru că s-a discutat public despre auditul partidelor sau de evaluarea brandurilor marilor partide, am inclus în cercetare câteva întrebări despre profiul perceput al acestora. Prezentăm aici doar o scurtă parte a acestei evaluări, bazată pe o listă de atribute fixe.
▪ Există câteva elemente de diferențiere în favoarea PNL în acest moment:
– Este perceput mai mult ca partidul care poate moderniza România.
– Este asociat mai mult cu promovarea unor oameni cinstiți.
▪ Ambele branduri, PSD și PNL, ar putea convinge mai mult în privința principalului lucru solicitat politicienilor: cinstea, dar și cu privire la empatie și comunicarea directă cu alegătorii.
Sondajul a fost realizat de Agenția de Rating Politic în perioada 2 – 6 decembrie 2015, pe un eşantion reprezentativ pentru populaţia României de 950 de persoane, cu interviuri telefonice şi are o eroare de 3,2%. Cercetarea face parte dintr-o serie de studii şi analize ale Agenţiei de Rating Politic realizate pentru uz propriu, „Barometrul Piaţa politică” (raportul anterior: aprilie 2015).
